No, it doesn't. That's merely your false moral equivalence, a specialty of extremist leftist collectivists.

Yes, jonnie -- by that definition, it does. Every government dictates behavior to those under its control, and believes it has the right to do so. Every government uses the threat of violence and coercion to impose its will, whether they call the enforcers police, soldiers, IRS agents, or DEA agents. The definition is clearly inadequate.
