None I've ever heard of or read about have that feature, but I'm not in the industry. During the FSC, the recount went forward, thus, although 3 calendar weeks went by, no time was lost vis a vis the recount. Part of the SCOTUS decision was to stop the legal recount. But, it was all OK because 5 guys voted your way... To the extent that what the SCOTUS says is, by definition, true, George Bush "won" the election (by a 5 to 4 count). However, I will laugh out loud the next time a Republican or a conservative or a neo-con protests any future SCOTUS decision. I hope it happens with something you care deeply about, personally. Of course, it would take many, many such events to equal the removal of the voting privilege of an entire state, and the harm done by the SCOTUS to all courts in this country, especially the SCOTUS.
