The Parliament Act is a rarely used instrument and quite possibly can only be used effectively for a government bill. So the government will have to choose to submit a bill - the last government bill was rejected by the commons and replaced with a proposed outright ban. So will the government give in to backbench pressure and submit a government bill for a complete ban, or will the Commons enter new terriotory and try to push a members bill through the Lords? Remember the anti-hunt types have been campaining for a ban since the 1920s so this has nothing to do with the will of the majority of the population, nor even the majority of MPs, but everything to do with the persistence of a bunch of extremists. Even the IRA has won considerable ground in the UK in recent years, and they too have very little real support, it's just that most people want the nonsense to end, soon. Michael Saunby
