Make that "smart". (S/M beside the point)

Some of those at risk changed their behavior, and have a low infection
rate. They helped themselves.

Others keep pounding their faces against a post, and want the feds to
do something about their nose bleeds. Without them having to change
their own behavior, and without removing or padding the posts. They
are stupid, and infected.
