        We coul;d always adopt part of the Universal Health Care Provisions which
pretty well stopped the spread of AIDs in Castro's Cuba:  Mandatory testing and
mandatory quarantine of all those exposed.  No exceptions.

        That would be loverly - watching the Castroites screaming that Castro's
medical policies were "fascist".
