   The act of declination of purchase is a positive act:  You choose
not to act.  Choice is a decision that you make.
   Furthermore, buying or not buying the Brooklyn Bridge is not, in
itself, an act of "faith":  You can be 100% certain that the Brooklyn
Bridge is, or is not, for sale--and the person trying to sell it to
you is scamming you--because you can physically see, touch, feel, and
get the deed, or whatever, that shows who is the actual owner-if
you're really interested in buying it.
   On the other hand, you can just take a shortcut from all of the
above, if you have  "faith" in your judgement that the Brooklyn Bridge
is not for sale, and you don't need to bother checking any physical
evidence to prove the same.
   In the latter instance, the answer is, "Yes!  Not buying the
Brooklyn Bridge or a piece of beach front property in Arizona, is an
act of "faith."
