The agreement is that a democratically elected legislature will determine
what public programs are required and how the money will be raised by taxes.
The fact that they are only in power for a short time, and must be
re-elected to office, is the safeguard against excessive taxation.

Not if you're in jail. The first of the two snipers who murder ten people
has been arrested, tried, and sentenced to death. But you're right in that,
prior to his arrest, he exercised considerable power over the lives of
others. Let's hope that the power that comes from a community of moral
people will always be stronger than the power that comes from the immoral
individual. (Any "amens" out there?)
