If the state decides to raise the taxes or to impose a new tax, does it have to
rewrite the agreement or is there a blanket agreement that the state may take
whatever it wants, which would mean, in the end, that all the people's property
belong to the state?

Power comes from a combination of strength, weapons, intelligence, knowledge and
strategic position.
