the apocalypse in 1999 kills everyone but 19 people. so overcrowding will sort
itself out eventually. 

Crono and co. try and kill Lavos, thus preventing the apocalypse!

Gaspar and Spekkio resurrect Crono when he dies, giving him further chances to
kill Lavos.

Time guardians are no use.

Unless you mean Lavos.
