Good for the "poor" boat owners, bad for the environment... :( 

Come to think of it, in light of all the pollution and waste of oil
created by the motorboats, they should be heavily taxed too. Ah, the
sailboats should be subsidized with that money.

Hey why not a POLLUTION TAX across the board?
