Back when the luxury tax was inacted the congress criters who moan about the rich not paying enough taxes decided that only the rich bought boats. So they put a big luxury tax on boats. The boating industry in the USA just about collasped. Lots of people lost their jobs, businesses went under, etc because boat sales dropped through the floor. The reason? The bulk of boats were not bought by the "rich" they were bought by regular folk who saved their pennies to have a boat. When the tax hit, they are bumped right out of the market. A boat simply wasn't affordable for them anymore. So much for class warfare.
