No, it's idiotic and unecessary.  Any law that targets a specific type of 
vehicle is probably a stupid law.  The law should be very general so tha if
some new type of vehicle comes out, new laws don't have to be written.  If
you want to tax gas, tax gas.  Those that use more, will pay more.  Pretty
simple.  Calling it an SUV is plain stupid.
