A hypercephlic baby would is not viable, and there for is not a may or may not survive child. Cesarians, as you might know, is a very invasive procdedure compared to the so-called 'partial birth'. For a woman that is having comlicplications above and beyond having a non-viable fetus would have a much high risk with a ceasrean above and beyond the much longer recovery of having her stomach cut open.
The argument never was about non-viable. The argument against banning the PBA was because pro-choice said there was no exception for a woman's life at risk. The fetus would still be viable, and a c-section can be done that could save both her and the child.
By the way, her stomach isn't cut open. Basic biology may help you.
