Essentially, he is asking why atheists don't engage in the same crass,
self-serving propaganda campaigns that so many religious organizations
do.

Of course, the truth is that atheists can be found among any number of
different charitable organizations, even founding some of them.  But,
they generally don't consider them as appropriate vehicles for
promoting atheism- if you're going to do charity work, do charity
work and leave it at that.  Vulnerable, hurting people should be the
last ones to have to deal with controversial beliefs that they might
not agree with.
