The recent announcement of Pakistan's Federal Minister of Health to offer medical treatment to 20 Indian children is a welcome step. A close friendship between India and Pakistan can have a special benefit for the underprivileged people of both countries. Pakistan can be urged to use its peace dividend (reduced defence expenditure) to open a few universities to educate Indian lower-castes and minority students. India will then come up with similar measures for poor Pakistani students.
