Thus defeating the entire notion of the 'new, fairer tax system'
that claimed that GST would replace a whole raft of wholesale and
retail taxes.

Or just treat it fairly, subject to the same GST as all other goods.

It's none of the Government's business, nor should it be their
prerogative, to try to influence what people drink.
