Yep, near negative population growth as to your first point. 
As to your second point, that only justifies why we should 
be careful of the character and skills of those we let in, 
one of the problems with refugees is that there is no such 
screening (on those that actually turn out to be legitimate 
that is), as opposed to skilled immigration where people are 
checked as well as can be, and generally come from every 
country of this Earth, and more often than not prove to be 
good people and valuable assets.
