I believe Japan already has such a program for Peruvians of Japanese
ancestry.
Since the standard of living is higher in Japan than Peru I suppose that
many Peruvians
take advantage of this. But the same reason would not apply to those of
Japanese ancestry
in North America.

That is not true. In the United States any American of Japanese (or any
other) ancestry has the same
rights as all American citizens. Right now I believe that only those of
Middle Eastern ancestry may be
facing a restriction of rights.
Certainly after the war Japanese-Americans have been free to engage in any
occupation of their choosing.
Japanese-Americans being only gardeners is past history. There are
Japanese-American congressmen,
senators. A high ranking US Army general is Japanese American.

Why should the Japanese government be held responsible for American born
American citizens who happen
to be of Japanese ancestry? I should think that it is the US government that
should be responsible for all
American citizens.

You should come over to the US sometime and see for yourself that Japanese
foreigners and
Japanese-Americans are not facing discrimination and nasty treatments every
day as you imagine.

American does not need to abduct people. People from all around the world
want to
come to the US and are waiting in line to get in. Not escape from it like
North Korea.

That is completely false. I can walk around speaking in my kansai ben and no
one would treat
me differently. But if I walked around speaking english, even though I am
100% Japanese, I would
not be treated the same. Many Japanese-Americans who do not speak fluent
Japanese are treated
as gaijin by most Japanese people.

So that is the problem with your idea. Even if all Japanese-Americans wanted
to come to Japan,
Japan itself would not welcome them.
