The question will come down to whether the police used "reasonable 
force" to subdue the perp and also whether the force used was the 
proximate cause of death....

With the coroner ruling it a homocide it seems the force WAS the 
proximate cause of death so the issue remaining is whether it was 
reasonable or not.
