In the election campaign few days back in MP Modi made that charge.
Such a charge cannot be made lightly. BJP can lose the elections.

Indian Army did arrive but arrived late.

There were barbaric killings and inhuman behaviour. Any government of
the day has to take the blame. Recent Supreme Court's directive to
which the Chief Secretary and Chief of Police(I believe) to had to
agree in the Court coming all the way from Gandhinagar to Delhi does
indicate that there was some looking other way on the part of the
Government.
