First, there exists no really good ranking of CS PhD programs.  What
do you want to study?  If you want to do graphics you'll likely end up
at a different school than if you want to do NLP or compilers or
quantum computation or computational biology or systems or etc...

Find out the top two journals and top five conferences in your field
(conferences play a much bigger role in CS than in most sciences) and
then go back 5-10 years.  Find out who wrote papers in this
proceedings and use that as your guide.

No one can tell you how long it would take to get to 90%ile on verbal.
 Study everyday as hard as you can until you get there.
