College Financial Aid Consultants

Is there any rule of thumb what these consultants charge for their
services?   

Other than recommendations from friends / relatives, is there a way to
find a good consultant in this field?  What questions should I be
asking?  And is it appropriate to call one and ask them what they
charge??
