If you were to use the 'claim' process used in US history, you could claim
property by being the first to put your feet on it.  Then you had exactly one
year to make certain improvements, such as building a cabin and putting in a
well.  If something analogous to this could happen on the moon, you'd have to get
every country (not just those in the UN) to agree to the terms.  Good luck.
