OTOH, China doesn't CARE what we think of them - so they will
build what they want while we spend millions trying to look
better than they are.

That was the critical difference with the USSR - they wanted to
out-everything us to look better and make a point.  China could
care less.  That means it will be done in a no-frills but inexpensive
manner(which is a good thing, actually - we probably will buy lots
of cheap boosters from them)
