Revisit acoustic. You'll generate eddy currents with magnetic induction which will cause heating problems for your equipment even if the vessel can deal with it. With accoustic, your tranmitter can be fixed while the internal device moves. The most important part is that the internal device must have good contact with the vessel wall during transmission. If it needs to swim around, just send it back to the walls every now and then to dump data.
