For the formal definition, see a book on fluid dynamics og more 
specifically a book on turbulence.

The meaning is that part of the kinetic energy of the flow which is
associated with the fluctuating motions (i.e. motions the deviate 
from the mean field of the flow).

energy per mass: J/kg = m2/s2

specific enthalpy, specific internal energy, etc. has the same unit.
