I think English levels the playing field for people in the third world. I work for a multi-national company, and we can get technical people together from all over to work with one another because they all speak English to some degree. They can help one another with problems when they are fed up with trying to get a useful answer out of me. Most scientists do not want to publish their work in any language but English. On the other hand, creating localized versions of software tools is a good idea.
