This depends on everything--the number of turns, the piezo-optic coefficient of the fibre, the wavelength, the size and sensitivity of the piezo. The simplest method is to look at the gyro output on a spectrum analyzer, then increase the AC drive to the PZT until the carrier disappears. That corresponds to a modulation index of 2.40(the first null of the Bessel function J0). Further calibration is then trivial.
