On tetex systems, it should be in
/usr/share/texmf/doc/latex/latex2e-html/
There are basically two sets of help files, the docs for latex itself, and
the docs for the various packages.
The main index file (/usr/share/texmf/doc/latex/latex2e-html/ltx-2.html)
starts:
Hypertext Help with LaTeX
----------
Help by Subject, Command, or Environment
Subjects
* Accenting characters (umlauts, graves, etc.)
* Arrays (math mode)
* Commands, defining and redefining
* Comments in input file
etc etc
