It's simply a fine suspension of stochiometrically semi-neutralized
ZnO with HAc in water, distilled or tap. ZnO-conc ~< 5% w/w.
The remaining half of the ZnO will over time will "decoagulate" and
form a very fine white opaque suspension of ZnO particles, that may
be functional or not, but these ZnO/Zn(OH)2 type xx are buffers and
convenient as a color indicator to show whereto you have smeared the
concoction onto. There may be a dynamic equilibrium here at work of 
ZnO <--> Zn(OH)2 <--> HO-Zn-Ac <--> ZnAc2 <---> Zn2+, forming
that fine white suspension in accord with temperature fluctuations.

It is believed that Zn(OH)O- or Zn(Ac)O- particles can deliver the Zn++
easier to the effective proteins that supposedly have the ability to
inactivate the virus, than when Zn2+ is more strongly bonded in the
chelated form of the gluconate. Hence the belief that non sequestered
forms of Zn are more effective that the chelated ones.
Clear solutions of fully ionized Zn2+ as in ZnAc2 are too astringent on
mucous skin and hurt like a son of a bitch upon topical application.

May that be as is, I really give a flying fuck about theory as long as
the "recipe" works and does the intended job.
Let enviro turds invent "potential" theories and Einstein disciples concoct
