She might try "Nobelcom" (http://www.nobelcom.com), a prepaid calling
card.  It's super cheap, and with no connection charges.  I usually
buy a $20.00 card and can talk for about 10 hours.  I've used this
service quite a bit and never had any trouble.  Also the advantage is
that she could use it from any telephone, including a cell phone.
Anyway, just an idea.
