That lines up with what I think it means, for whatever that's worth. By
saying "wakarimasen", you are hold out the possibility that with some
additional information, it is just possible that this unpleasant
situation of you being unable to satisfy the request can be resolved to
everyone's satisfaction. "Shirimasen" cuts that off. You don't know, you
can't fix it, it's done.
