That's "temple" in the sense of Buddhist temple.  I'm not up on early
Roman history to know how close government office might be to the
original meaning of "templum."

But even supposing it always related to the gods in Roman usage, when
you consider that the head of government in China was the Son of
Heaven, government offices might not be entirely divorced from
religion.

Anyway, the point was that the base meaning of that related to
maintaining something.
