I stopped by a store called User's Side in NYC once to check out a new Japanese PDA (they have a lot of Japanese oriented electronics/computers). I see their website has something about cell phone rentals on the front page:

Their rental service is too expensive for nine-month stay, isn't it? AT&T's $19.99 sounds pretty reasonable if it functions as she likes.

The Japanese students of the school she is going to attend will be the best information source. Then, Japanese ex-pats and short-term Japanese residents...
