How to make IME toolbar work in Windows XP?

On a Dell machine with Windows XP Professional SP1, the IME toolbar keeps
(Bdisappearing.  I was wondering why.  But now I know where it went.  On an
(BNEC machine with Windows XP Professional SP1, now there are two IME
(Btoolbars.  They don't even agree on the input mode, one says Ro-maji and one
(Bsays hiragana.  Here's a screen shot from the NEC:

(BOK, I shouldn't have said "But now I know where it went."  Except for that,
(Beverything in this message is true.  This is not a joke.  One keeps losing
(Bits only toolbar and the other refuses to lose one if its two.  Does anyone
