My wife's friend from Tokyo is coming to the US to study English for about 8
or 9 months. She would like to get a cell phone to keep in touch with
friends and family in Japan. I checked a few of the big providers, but only
AT&T
seemed to offer a reasonable rate to Japan (19 cents/minute). Is there a
store in the New York New Jersey area that sells Japanese capable cell
phones? Is there a favorite cell phone company for Japanese people living
in the US? I had her send an e-mail to my cell phone, but the Japanese
characters came out as $B!?#$. Since she e-mails her friends quite a bit,
I'm guessing a Nihongo Keitai Denwa is much better!

Why can's she use a PC to send and receive her Japanese e-mails? Even if she doesn't want to invest in a laptop of her own, surely the school where she will be studying will have PCs available for the students to use.
