LPR - Licence Plate Recognition

Hello!

I'm not sure if this is the right usenet group to ask, but anyway... I have
an assignment to make a LPR system with camera, and PC. I have no
problem with grabbing the image but problem comes when i want to process
grabbed image. I do not know how to locate licence plate in an image (black
letters on white background; natural images, not only front of the car)?

i allready tried to do treshold binarization, but treshold differs from
image to image.

i would really appreciate, if you can give me some pointers,...
