Histogram Eqalization????

Hi all, 
      I have this equation for Histogram Eqalization....But....How does it work??

p=max((0,round(cumulative freq to q)-1)/ideal frequency))

I assume the p is the returned pixel value but i'm lost after that....Help!!!
