I'm sure they've started, but presumably they haven't finished yet. 
Afterall, if they already had the final hardware and firmware ready they'd 
be shipping them out to customers instead of waiting until after the 
Christmas buying season.  Until then the features are subject to change and 
for that matter they'll probably continue to change with new firmware 
releases.  For example, the eMap started out only supporting one route but 
a few months later it supported 50 routes.
