Illarionov says Russia won't sign, Muchamed Tsychanov says it might. Who do we believe? Hard to tell, it seems they haven't decided yet. Not long ago we heard the same stories about how EU would never ratify Kyoto, yet it did. The sceptics have a lousy track record when it comes to predictions.


They are holding out for a better bid. Given the US is broke......
