There was no treaty at the time of the vote, the future treaty was not on
the table to BE rejected, and there was no rejection of the TREATY, only a
resolution to wait until they treaty was presented before wasting more time
debating it.

Nor has Russia rejected the treaty. The repeat of a military idiot's
personal opinion was responded to by a reiteration of the government that it
is commmited to signing in 2004.
