My understanding is that these ships are slated for decontamination, decomissioning, and demolition. The re-usable parts are sold, if possible. The ferrous parts are shredded and recycled into virgin steel. The hazardous materials (asbestos, PCBs, lead-based paint) is removed, bagged, and disposed of in accordance with hazardous waste laws. I worked for a firm a little bit ago in the U.S. who had a ship-breaking operation. The U.K. competed very well against us for the work. There was no government directive sending these ships to the U.K. We bid the jobs and the low bid generally won the work. If within the community you would rather that such an industry not take place in your town, I would recommend directing your political and media efforts toward the citizenry and town council. This is a common dispute all over the world. Certain industries have hazards associated with them. If the hazards are not managed properly, unrelated persons can be hurt.
