Seeking environmental professionals for international (non-U.S.) contract work



Hello.

My partners and I are directing a non-profit 501(c)(3) organization called
the Global Foundation for Environmental Quality.  You can see a brief

This organization is focused on providing environmental services for
non-U.S. development programs in emerging economies.  We are working in
conjunction with a number of other Private Volunteer Organizations (PVOs)
under a USAID program whose aim is to "fast-track" the funding process for
infrastructure development programs in emerging economies.  Our
organizational mission revolves around ensuring that development programs
result in environmentally and economically sustainable development
solutions.

We currently have numerous projects that will be receiving feasibility study
level funding in Eastern Russia, South America and Asia over the next 20
month period.  At this feasibility study level, each specific project
requires a modest level of effort from environmental professionals to
perform various tasks.  To perform these tasks, we are seeking advisors.

Advisors are seasoned professionals who have sufficient experience in their
respective fields to visit the host country with the team, assess the needs
of the host client, and conduct a feasibility study that evaluates available
alternatives and presents a preferred solution.  Advisors will be contracted
either directly to the Foundation or to the funding agency, depending on the
specific project.

At this juncture, we are inviting interested individuals to apply to join us
in an advisory capacity.  This does not mean that you are committed to a
specific project or scheduled trip.  It does mean that we can consider you
when a project arises and invite you to join us on the project.  As the
number of projects increase, opportunities for full-time association will
arise.

We are seeking the following environmental professionals to join us in an
advisory capacity:

Environmental Impact Assessment Specialists
Water Treatment Engineers
Wastewater Treatment Engineers
Water Resources Specialists
Air Quality Specialists
Solid Waste Specialists
Environmental Regulatory Policy Specialists

Non-U.S. experience is a big plus.  Some brief position descriptions are

Environmental Impact Assessment Specialists

Planners and specialists with substantial experience conducting
environmental impact assessments in accordance with the U.S. National
Environmental Policy Act (NEPA) and or World Bank Environmental Review
Criteria are needed.  Non-U.S. experience a plus.  Environmental reviews
must comply with funding agency, which typically requires NEPA review and
must comply with local host-country or regional requirements.  Advisors will
visit host country to review project and its environmental impacts against
the criteria of funding agencies.  Advisors will prepare environmental
impacts statements as required under NEPA or funding agency criteria and
local requirements.



Environmental Regulatory Policy Specialists

Environmental planner or policy specialists with significant experience
developing, implementing, or developing compliance programs for
environmental regulations.  Non-U.S. experience a plus.  We seek advisors to
assist non-U.S. regional and national governments with developing
environmental policies and regulatory frameworks that create sustainable
conditions within the region and result in no further degradation of
environmental quality while allowing economic growth and development.
Optimally, such policies would result in improvements to environmental
quality.  Such regulatory frameworks would range in application from potable
water supply, treatment, and distribution management to wastewater treatment
and discharge management to air quality management to solid waste management
to environmental review regulations.  Additionally, advisors may be asked to
assist non-governmental clients with developing compliance plans and
management systems to operate within the regulatory or political framework
of the local region and funding sources.



Water Treatment Engineers

Water treatment specialists with significant experience developing,
designing,  implementing, and/or operating potable water treatment systems.
Non-U.S. experience a plus.  In-home as well as municipal treatment system
experience a plus.  Disinfection, metals removal, organic removal, nutrient
removal, toxics removal treatment system experience valuable.  We seek
advisors to assist non-U.S. regional and national governments with
developing potable water supplies.  One such component will be treatment and
distribution of existing water sources.  Qualified advisors will visit host
nations and evaluate existing systems, make recommendations for
implementation of new water treatment systems, and assist local client
development of new water treatment systems.

In many locations source waters may be  highly polluted, customer base may
be unable to support expensive treatment works, and/or supply chain to
service conventional treatment works may be non-existent.  Creative and
innovative solutions may be necessary to develop implementable and fundable
projects.  Solving the problem may require more than conventional treatment
system selection and design, but also evaluation and implementation of
market or other mechanisms to support selected treatment works.


Waste Water Treatment Specialists

Wastewater treatment specialist are needed with substantial experience
planning, designing, and/or operating wastewater treatment and management
systems including sewerage and sludge handling and disposal systems.
Non-U.S. experience a plus.  We seek advisors to assist non-U.S. regional
and national governments with managing wastewater in growing urban areas.
Qualified advisors will visit host nations and evaluate existing wastewater
systems, make recommendations for development of new wastewater systems and
assist local client with development of wastewater systems.

In many locations receiving waters may be highly polluted and have little
remaining attenuation capacity for wastewater discharge, customer base may
be unable to support expensive wastewater sewerage and treatment, and/or
supply chain to service wastewater treatment systems may be non-existent.
Creative and innovative solutions may be necessary to develop implementable
and fundable projects.  Solving the problem may require more than
conventional wastewater treatment approaches, but also evaluation and
implementation of market or other mechanisms to support selected wastewater
management program


Water Resources Specialists

Water resources specialists with significant experience developing potable
water resources are needed.  Such professionals may be surface-water
hydrologists, groundwater hydrogeologists, geologists, civil engineers, or
similar technical professionals with a firm grasp of hydrologic water
cycles, water demand cycles, how to evaluate the potential of a water supply
based on both water quantity and water quality, and how to develop water
supplies.  Substantial experience remediating polluted water supplies is a
plus.  Non-U.S. experience a plus.  We seek advisors to assist non-U.S.
regional and national governments with developing potable water supplies.
One such component will be finding adequate water sources and remediating
existing polluted water sources.  Qualified advisors will visit host nations
and evaluate existing water resources, make recommendations for development
of new water resources and remediation of existing water resources, and
assist local client development of water resources.

In many locations source waters may be highly polluted, customer base may be
unable to support expensive water storage, extraction, or remediation
systems, and/or supply chain to service water storage, extraction, or
remediation systems may be non-existent.  Creative and innovative solutions
may be necessary to develop implementable and fundable projects.  Solving
the problem may require more than conventional water resource development
approaches, but also evaluation and implementation of market or other
mechanisms to support selected water resource development program.


Solid Waste Specialists

Solid waste management specialists are needed with substantial experience
planning, designing, and/or operating solid waste management systems.
Non-U.S. experience a plus.  We seek advisors to assist non-U.S. regional
and national governments with managing solid waste  in growing urban areas.
Qualified advisors will visit host nations and evaluate existing solid waste
management systems, make recommendations for development of new solid waste
management systems and assist local client with development of solid waste
management systems.

In many locations customer base may be unable to support expensive solid
waste management systems, and/or supply chain to service solid waste
management systems may be non-existent.  Creative and innovative solutions
may be necessary to develop implementable and fundable projects.



Air Quality Specialists

Air quality management specialists are needed with substantial experience
planning, designing, and/or operating air quality management systems.
Non-U.S. experience a plus.  Such systems would include stack treatment
systems as well as internal process modifications to reduce emissions
overall.  We seek advisors to assist non-U.S. regional and national
governments with managing air quality in growing urban areas.  Qualified
advisors will visit host nations and evaluate existing air quality
management systems, make recommendations for development of new air quality
management systems and assist local client with development of air quality
management systems.

In many locations customer base may be unable to support expensive air
quality management systems, and/or supply chain to service air quality
management systems may be non-existent.  Creative and innovative solutions
may be necessary to develop implementable and fundable projects.
