You are correct, Brian.  I've seen different values for the critical
Reynolds Number but 2300 appears to be the most commonly cited.  But the
water flow is only 1 mph or less and the grade is not steep at all so
increase in water velocity would be negligible by narrowing the channel.

I do appreciate your input, though.  If you like, I could email you a pic
of the site and you may get a better idea of the problem we have.
