What might help to find the cause would be to know what the "over the
air" channel number is causing the interference, and what cable channel
is being interfered with.  You mentioned you could at times recognize
the channel that was interfering.  If more than one cable-tv channel is
being affected, the rest of this message is probably on the wrong
track.

Here's where I'm going with this.  There is an overlap in frequencies
between over-the-air channels 14 through 26 and cable channels 65
through 78 (it may continue through even higher cable frequencies but
catv-78 is all the higher my chart goes).  If the over-the-air
interfering channel is between 14 and 26, and the cable-tv "victim" is
between 65 and 78, then it may just be a leaky cable system.  

Most cable-tv systems are fairly good about fixing such leaks if it's
in their part of the wiring.

If the channels don't match the relationship above, you may be
experiencing signal overload as previous folks have explained.
