If the anomaly is occurring with the cable disconnected, there really isn't a way to "filter". You could build a metal box around your TV but we all know that's not really practical. You say you have identified the interfering station, how far from you location is their tower and transmitter. You can call the station and attempt to retrieve this information. If they are within a few miles of you, their signal may be overpowering the TV's internal tuner. If this is the case, there really isn't much you can do about it.
