This can still be a fault in the standby section of the power supply.  Some
models have a separate circuit entirely for the standby supply. If the
standby supply is working properly, then this can be something to do with
how the uPC is operating.

If you are skilled to some degree in electronics and to some degree in TV
service, you can do some basic checks providing you are familiar with TV
sets, and have the service manual.  If the problem is complex, this will not
be repairs you can do at home with a simple DVM.  If this is not something
that is easy to visually spot or check with a simple DVM, you will have to
give the set to the Panasonic authorized service centre to have it repaired
properly.   They have the proper tools to troubleshoot the operation of the
uPC in the set, and the internal software.

I plug in my TV into the wall electric socket. I don't experience the
power going out.

So this means my TV's standby power supply is bad?

But you see, my TV won't remember channels EVEN when it's left On
after I supposedly Autoprogram, Add or Delete channels.  I see the TV
autoprogramming through the channels (scanning the channels) and I see
the Add and Delete symbols when I push add or delete. But even without
turning off the TV, I still CAN'T scroll to the channels that I
supposedly just added. It's like it pretended to add/delete channels
but it didn't do anything. Like the memory is locked (locked to what I
set 2 years ago) somehow.

Other than that, my TV works perfectly. I can manually type in
channels and push Enter and it goes to the channel.  I just can't get
my TV to remember channels that it currently doesn't have saved in the
memory.

I always have to use the manual channel entry method which makes
channel surfing very slow.
