   I bet it would, if they want to stir things up for half an inch of 
real estate!  Personally, as a land surveyor, if I was doing the survey 
for the neighbours and found a half an inch encroachment, I would be 
very hesitant to even acknowledge it, especially since 0.5" is often 
within the tipical tolerance limits for a normal property survey.
