One product that you could look at (as I'm not aware of any free ones) is Microsoft's "Streets & Trips". Its actually pretty good at locating people across North America. You just have to have a reasonable well formatted address table. The address locations can be formatted to be (as you mentioned) stars, or flags etc. Address locations are geo-referenced via Microsoft's road network (can't remember who they get it from). All in all, not bad ... and I think it was only about $65 Canadian (probably less in usd.).
