Software Fundamentals  - Collected Papers by David L. Parnas

These two books are focused on software and computer systems but are about
design not programming

Also,
Engineering Complex Systems  - With Models and Objects
Oliver, Kelliher, Keegan

And IMHO, required reading for those involved with safety critical systems
Normal Accidents -  Living with High Risk Technologies
Charles Perrow
ISBN 0-465-05143-x
    Not an engineering book but worth reading.

    Medvedev's "Legacy of Chernobyl"  had some interesting sections,
particularly with respect to "systemic" failures related to that incident.
Unfortunately I don't have a copy handy.

    Maybe you could look at  The Man-machine Interface as a tool to improve
Critical Systems Integrity".
